Do I need a different QR code for each location?

No. One QR per food truck. The menu lives at one URL — when you change the menu (or mark a dish sold out), every customer scanning that QR sees the change.

What happens at a festival with bad cell signal?

The menu is a lightweight web page served from a CDN, so it opens quickly on a weak signal. It does need some connection to load and to submit orders — there is no offline mode — so in a true dead zone, put up Wi-Fi or a printed backup.
